Job Summary

Senior Regional Technical Officer (SRTO), Community Engagement provides regional strategic technical leadership and oversight for the implementation, community-based HIV prevention, linkage, care, treatment and continuity of care interventions at facility and community for adults, adolescents and children. The SRTO ensures community engagement activities are implemented in accordance with national guidelines, project SOPs, regional workplans and quality standards. The role provides technical guidance, supervision, mentorship, and capacity strengthening to Community Health Workers (CHW), health care providers, case management teams; monitors implementation and program performance, facilitate quality improvement activities as well as corrective actions to address identified gaps. The SRTO works closely with regional and district government teams, health facilities, communities and other stakeholders to strengthen coordination, referrals, case management and continuity of care.

Accountabilities

Technical Requirements

  • Leads the design, implementation, and continuous improvement of regional strategies to strengthen ART retention, treatment continuity, re-engagement and treatment outcomes.
  • Leads the development, adaptation, and rollout of community engagement tools, technical resources, SOPs, and implementation guidelines, ensuring alignment with national policies and project objectives.
  • Provides technical leadership for community engagement, demand generation and communication interventions to increase awareness, uptake, and adherence to HIV, TB, STI, violence prevention and other related services.
  • Leads multidisciplinary review of program performance data and drives corrective action plans to improve linkage, retention, and treatment outcomes across the region.
  • Leads capacity strengthening including mentorships and supportive supervisions and performance improvement for CHW and other community-based cadres by identifying performance and capacity gaps and implementing targeted development plans that foster high performing teams, strengthen service delivery quality and sustainable program impact.
  • Develops, implements, and oversees regional community engagement strategies and operational plans, ensuring achievement of program targets and timely delivery of results.
  • Provides strategic oversight and guidance to CHWs and healthcare providers to strengthen referral systems, treatment continuity, and community-based client tracing efforts.
  • Serves as the regional focal point for community engagement, representing the project at high-level technical forums, government meetings, and stakeholder engagements while strengthening strategic partnerships.
  • Leads data-driven performance analysis to identify gaps, inform strategic decision-making, and implement evidence-based interventions that improve ART retention and treatment continuity.

Project Design Implementation

  • Leads the design and execution of innovative community engagement strategies and interventions that improve retention, re-engagement, and treatment continuity outcomes
  • Holds accountability for regional retention and treatment continuity performance, monitoring progress against targets and implementing corrective actions to address gaps.
  • Proactively identifies implementation risks, operational challenges, and emerging opportunities, recommending strategic solutions to Regional Manager and Senior technical Advisor.

Operations Management

  • Provides overall leadership and oversight of regional community engagement activities, ensuring alignment with strategic objectives, donor requirements, and implementation plans.
  • Manages regional delivery performance, resources, and timelines to ensure achievement of program milestones and sustainable impact.

Project/Program Reporting

  • Prepares abstract papers summarizing project results and analyzing data sets and technical assessment findings.
  • Establishes and maintains activity tracking system.
  • Leads the development of high-quality technical reports, strategic updates, and knowledge products that showcase program impact.

Quality Assurance

  • Ensures compliance with donor, national, and organizational standards while fostering a culture of quality improvement, accountability, and program excellence.

Applied Knowledge & Skills

  • Demonstrates cultural awareness and sensitivity, and an understanding of the political, social, operational, and ethical context in which the project operates.
  • Demonstrates strong interpersonal, written and verbal communication skills with the ability to effectively engage with government, partners, communities and project teams.
  • Fluent in written and spoken English and Swahili.
  • Demonstrates strong analytical and data-use skills, including the ability to interpret program data, identify performance gaps, inform corrective actions and prepare reports.
  • Demonstrated proficiency with using Microsoft Office Suite required.
  • Demonstrates strong problem solving, organizational and decision-making skills, with the ability to manage competing priorities and deliver results within established timelines
  • Ability to deliver high volumes of work with minimal supervision.

Supervision Given/Received

  • Serves as regional technical lead providing and mentorship and supervision to RTOs and other junior staff as applicable.
  • Typically reports to Regional Program Manager - Shinyanga

Education

  • Master's Degree or its international equivalent in social science, international development, health, or related field.
  • Project Management certification preferred.

Experience

  • Requires 6+ years of progressive responsible experience in community-based health programming including technical leadership, coordination and implementation of HIV prevention, care and treatment interventions or similar projects.
  • Demonstrated experience working with non-governmental organization (NGO), CSOs, CHWs, other community stakeholders, government agency, or private company.
  • Ability and willingness to travel extensively in-country to support technical activities.

  • Typical office environment.
  • Ability to spend long hours looking at computer screens and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time.

Technology to be Used

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements

50% - 75% domestic travel to regional, district, community, and health facility project sites to provide technical assistance, supportive supervision, stakeholder engagement, and implementation support.

Salary: TZS 68,000,000 - 90,000,000 for annual basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget. For internal candidates, salary placement will also follow FHI 360's current promotional increase guidelines.
